While walk-ins will be accommodated where possible, staff may not always be available to assist immediately.

Planning Applications

Before submitting an application, the Municipality encourages you to consult with the Planner to discuss your proposal and determine which planning applications and approvals may be required. Every property and development proposal is unique, and speaking with staff early in the process can help save time, clarify requirements, and ensure the appropriate applications are submitted.

The Municipality and the County are in the process of going paperless. However, we are always able to accommodate hard copy application submissions should you wish to submit that way instead. Please contact the Municipality directly if you require a hard copy application form. The application form must be signed in the presence of a Commissioner of Oaths. You may use your own Commissioner or use a Commissioner at the Municipality. If using a Commissioner at the Municipality, you must contact the Municipal Office to schedule an appointment.

This must show at a minimum all of the requirements in the checklist in the application form. You may also include any additional relevant information.

Please note that the above is general and each application is unique. Depending on the nature of the proposal, additional studies, plans, reports, or supporting information may be required or suggested. Please contact the Planner to confirm prior to application submission.

Submitting a Payment

Payment for Planning Act Applications can be made by visiting the Municipal Office to use a debit card or submitting a cheque.

Alternatively, if submitting the cheque by mail or through the drop box located at the municipal office, please use a sealed envelope clearly labelled with the application type, the property address, and your name to avoid processing delays.

Please note that payment will not be processed until the application has been deemed complete by the Municipality.

Application Types
Site Plan Control

Before submitting an application, please review the Municipality's Site Plan Control Guide for a high-level overview of the process, application requirements and timing. This will help you better understand the process and prepare a more complete application. 

This process pertains to an application for site plan approval pursuant to Section 41 of the Planning Act

  • Prior to the Municipality processing the application, it is required that a copy of the attached application form be completed, including the site plan submission package detailing the requirements of the North Middlesex Site Plan Checklist (attached) and a deposit.
  • Please also note that the Municipality requires electronic submission of all drawings that form part of the application.
  • Applicants are responsible for the Municipality’s costs in reviewing the plans and developing the site plan agreement (i.e. all engineering and solicitor’s fees incurred by the Municipality will be invoiced to the applicant).
  • A Security Deposit is required at the time of signing the agreement ‐ to be held by the municipality until proof of registration at LRO is provided.
  • Instructions on the Site Plan Approval process are included on the first two pages of the application.

Official Plan Amendment

Before submitting an application, please review the Municipality's Official Plan Amendment Guide for a high-level overview of the process, application requirements and timing. This will help you better understand the process and prepare a more complete application. 

This process pertains to an application for an official plan amendment pursuant to Section 22 of the Planning Act

  • Application Fee must accompany the application along with a Preliminary Site Survey, other reports deemed appropriate for the project, and may also entail more than one application. This would be determined at the pre-consultation meeting.
  • This process can take up to 6 months for a decision and/or final approval; therefore, it is recommended that early contact be made with the municipality regarding your potential project.
  • Instructions for an Official Plan Amendment process are included on the first two pages of the application.
Zoning By-Law Amendment

Before submitting an application, please review the Municipality's Zoning By-law Amendment Guide or the Municipality’s Temporary Use By-law Amendment Guide for a high-level overview of the process, application requirements and timing. This will help you better understand the process and prepare a more complete application. 

This process pertains to an application for zoning by-law amendment pursuant to Section 34 of the Planning Act

  • Prior to the Municipality processing the application, it is required that a copy of the attached application form be completed, including the required sketch and /or preliminary survey and processing fee.
  • Instructions of the Zoning By-Law Amendment process are included on the first two pages of this application.
Plan of Subdivision/Condominium

Subdivisions and condominium applications are submitted to Middlesex County. Please see the Development Applications | Middlesex County webpage for additional information. 

Before submitting an application, please review the Municipality's Subdivision and Condominium Guide for a high-level overview of the process, application requirements and timing. This will help you better understand the process and prepare a more complete application. 

This process pertains to an application for a plan of subdivision/condominium pursuant to Section 51 of the Planning Act

  • This application form is to be used when submitting a proposed plan of subdivision or condominium to the County of Middlesex as the Approval Authority. The North Middlesex application fee and deposit are required.
  • The County encourages those considering making an application to pre-consult.
  • The County will organize and host a pre-consultation meeting, where an applicant will have the opportunity to discuss their proposal with staff from the County, the local municipality, and affected agencies
Consent (Severance/Lot Addition/Easement)

Before submitting an application, please review the Municipality's Consent Guide for a high-level overview of the process, application requirements and timing. This will help you better understand the process and prepare a more complete application. 

Surplus Farm Dwelling Severances 

Surplus farm dwelling severances are a specific type of consent application under the Planning Act that may be used to sever an existing single detached dwelling that has become surplus to a farming operation as a result of a farm consolidation. While these applications follow the general consent process under the Planning Act, they are typically subject to strict policy requirements because of the quality of the farmland in Middlesex County. All farmland in Middlesex County is designated as a prime agricultural area by the Province which means these lands are intended to be protected for long-term agricultural use. Not every farm property or proposal will meet the applicable policy criteria required to qualify for a surplus farm dwelling severance.

This process pertains to an application for consent pursuant to Section 53 of the Planning Act

  • Prior to the Municipality processing the application, it is required that a copy of the attached application form be completed, including the required sketch and /or preliminary survey and processing fee.
  • For each additional planning application (e.g. official plan or zoning by-law amendment, severance, etc.), on the same lot, a fee would apply
  • Instructions on the Consent Application are included on the first two pages of this application.
Minor Variance

Before submitting an application, please review the Municipality's Minor Variance Guide for a high-level overview of the process, application requirements and timing. This will help you better understand the process and prepare a more complete application. 

This process pertains to an application for a minor variance pursuant to Section 45 of the Planning Act

  • Application Fee. In addition to the Application Form and Fee, you may be required to submit a preliminary site survey or a detailed legible scaled drawing with applicable measurements.
  • Municipal staff will advise as to the specific drawing requirements at the consultation meeting.
  • Instructions on the Minor Variance Application process are included on the first two pages of this application.
