NOTICE OF STUDY COMMENCEMENT

Consolidated Class Environmental Assessment Study

Previous studies have indicated the need for improvements at the Ailsa Craig Wastewater Treatment Plant (WWTP) to address process deficiencies affecting capacity and performance, and to plan for providing additional capacity to meet present needs in the community of Nairn and future growth projections in the Ailsa Craig and Nairn service area. A previous Class Environmental Assessment (Class EA) study initiated in 1999 by the former Township of East Williams focussed on the identification of a plan for addressing pollution problems and health risks caused by inadequate and/or malfunctioning private sewage disposal systems in Nairn and identified the preferred solution to be construction of a communal sewage collection system and connection to the Ailsa Craig WWTP.

In order to develop a plan for the environmentally sound and cost-effective management of wastewater generated in Ailsa Craig and Nairn into the future, the Municipality of North Middlesex is undertaking a consolidated Class EA study for wastewater servicing in the communities of Ailsa Craig and Nairn.  The primary purpose of this study is to develop a preferred strategy for providing wastewater servicing and treatment capacity in the Ailsa Craig and Nairn service area to meet present needs and future growth projections.

The study is being planned under Schedule C of the Municipal Class Environmental Assessment (June 2000), which is approved under the Ontario Environmental Assessment Act.

A key component of the study is consulting with interested stakeholders (public and regulatory agencies).  Public Information Centres (PICs) will be held at key points in the study to provide interested stakeholders with an opportunity to meet the Project Team, to review the study scope, and to review and provide input to the study including the problem being addressed, alternative solutions, and environmental considerations.  It is anticipated that the first PIC will be held in February 2002.  Details regarding the forthcoming PICs will be advertised as the study progresses.
